This November Idahoans will vote on a constitutional amendment that would limit direct democracy in Idaho. In 2025 lawmakers voted to put HJR4 on the 2026 General Election Ballot. If passed, HJR4 would remove the power of citizens to use ballot initiatives to “legalize marijuana, narcotics, or other psychoactive substances.” The amendment’s language is broad enough to block citizens from voting on even modest reforms like allowing medical cannabis for Idahoans with severe epilepsy.
